Is it a coincidence that the one big ISP that isn't heavily invested in content, doesn't throttle?

In non-policy wonk speak: The CRTC asked the ISPs to respond to questions pertaining to "traffic management" and specifically throttling.

Videotron does not use traffic management technologies, instead preferring to charge users for overage of their limits. It appears that Telus, Primus Telecommunications, MTS Allstream and Saskatchewan Telecommunications also do not throttle.
One wonders if these ISPs can manage their network without throttling our use, why can't Bell and others do the same? Is it a coincidence that Telus, the one big ISP that isn't heavily invested in content, does not throttle?
It's safe to say that many, or perhaps all of the Independent wholesale ISPs like Teksavvy do not throttle Internet traffic, although the telecom carrier they use (like Bell) may throttle their service.
