Liberals call for expanded UBB scope in light of public scrutiny (Financial Post)

Simply reviewing the decision to impose an industry-wide usage-based billing (UBB) regime for Canadian Internet service does not go far enough, two federal opposition parties said Monday.
In February, the Canadian Radio-television and Telecommunications Commission (CRTC) agreed to review a controversial ruling handed down in January allowing large Internet Service Providers (ISPs) such as BCE Inc.’s Bell Canada to charge independent ISPs such as TekSavvy Solutions Inc. for access to their networks based on their data usage. Effectively forcing those independent providers to in turn bill their own customers based on individual usage, the ruling put an end to smaller ISPs’ ability to undercut their larger rivals by offering unlimited packages free of monthly download limits or “caps.” Read More »
